Preservation of Affordable Housing, Inc. (POAH) is the Project proponent (Sponsor) and will be the long-term owner through the general partner of the owner entity. POAH is a nationally recognized nonprofit specializing in the acquisition, rehabilitation, and long-term preservation of affordable housing. Since its founding in 2001, POAH has preserved or created over 14,000 units of housing in 13 states and the District of Columbia. The POAH team has an extensive background in affordable and multifamily housing development. POAH is the sole member and manager of its development entity, Preservation of Affordable Housing LLC. POAH’s affiliated property management company, POAH Communities LLC, combines nationwide management experience with rich local knowledge and a strong track record of managing amidst phased construction. Aaron Gornstein, POAH’s CEO, has extensive experience in affordable housing in both the public and private sectors.

Housing Assistance

For 50 years, Housing Assistance Corporation (HA), a nonprofit organization, has provided essential housing services and solutions to low- and middle-income households on Cape Cod, Martha’s Vineyard, and Nantucket. Since inception, HAC has served 220,000 year-round residents through an array of programs that include shelter, homeless prevention, affordable housing development, weatherization, financial literacy workshops, rental assistance, and empowering households to realize their dreams of homeownership. HAC’s mission is to strengthen the Cape and Islands region by empowering individuals, fostering community connections, and increasing year-round affordable housing opportunities. HAC programs serve 6,500 people a year and are focused on three specific areas: prevention (by connecting with homeless individuals); stabilization (serving as the largest administrator for Section VIII vouchers in the region); and empowerment (providing housing education workshops). HAC has a long-standing partnership with POAH on Cape Cod, having partnered on the development, construction, and operation of seven properties totaling 255 units and with two more properties in development.

Delphi Construction is a Boston area contractor with experience in multifamily construction and specifically experience with new construction on Cape Cod. Delphi provided preconstruction services during the project and became chosen as the General Contractor via a competitive bid process in the winter of 2024-2025.

Union Studio Architecture & Community Design is a Providence-based architecture firm with experience in multifamily and Cape Cod design. Union is a nationally practicing, mission-driven firm committed to designing sustainable places that will be loved for generations. Our work includes urban planning and community design, civic and institutional buildings, mixed-use developments, and housing of all types.

Property Manager:
POAH Communities

POAH Communities (POAH-C) has specialized experience in the professional management of affordable multifamily housing for more than 15 years and currently manages all POAH’s subsidized and market apartments in Connecticut, the District of Columbia, Florida, Illinois, Kentucky, Maryland, Massachusetts, Michigan, Missouri, Kentucky, New Hampshire, North Carolina, Ohio, and Rhode Island. POAH-C has a 450+ person staff. The apartment communities managed by POAH-C vary in age, size, geography, and style, including single-family units, townhouses, garden-style, and high-rise apartment buildings. POAH-C’s broad experience and knowledge provide both POAH and its financing partners with confidence that their properties are performing at their maximum potential. Additionally, POAH-C’s Community Impact team engages staff, residents, and neighborhood partners in connecting residents with amenities that move families toward economic self-sufficiency. The Community Impact team at POAH-C builds bridges between residents and successful local programs, focusing on six outcome areas: housing, health, education, employment, financial stability, and community engagement. This creates opportunities for residents to utilize their stable housing to pursue their personal and financial goals.
